I like that you have included a human element in your portrayal of this theme. Together with the bland, oppressive housing unit in the background this gives a sense of the despair that is associated with urban decay. Well done!

I am willing to bet that this is Berlin, or close by. Good shot. I would have cropped that lower area so the elbows would be almost resting on the edge of the image, and I would have adjusted the keystoning or the tilt-shift so that the lines of the building across the street line up with the image frame - or I would have simply tried to hold the camera straight at the time I took the shot. You would end up with a sense of "no way out."

Actually this is not Berlin, but close (sort of): Budapest, Hungary.

I was seriously considering cropping the bottom out as Flatline suggested, but finally settled with this.
