nattfodd: I thought the Pooh Bear and Donald Duck in the background gave plenty of context - he's a carny at a 'state fair'.

Looks like a really nice subject, just not that well executed. The context isn't shown well enough for strong relevance. The face isn't exposed well enough for strong impact. The composition is too tight on the right, just touching the edge of his hat. The tonal range is flat and uninteresting.
